Gov. Arnold Schwarzenegger took his political sales pitch on the road Tuesday, telling a Concord audience that the time has come to make the changes California needs, including an overhaul of the state's health care system. 

"There are a lot of things that have been swept under the rug for the last 10 to 15 years ... I want to tackle the big problems,'' he told a town hall meeting of 150 people at the Concord Senior Center. 

As he spoke, Democratic legislative leaders in Sacramento released new details on their plan for changes in health care. 

Their proposal would ask employers to pay 7.5 percent of payroll for coverage or contribute to a state pool that would purchase care. WASHINGTON - Americans get the poorest health care and yet pay the most compared to five other rich countries, according to a report released on Tuesday.

Germany , Britain, Australia, New Zealand and Canada all provide better care for less money, the Commonwealth Fund report found.
